Base on Decision No 94/2006/QD-TTg dated 27 April of the Prime Minister approving the state administration reform plan in 2006-2010 period; Resolution of the 7th Nam Dinh province’s Party Congress (the 2006-2010 tenure), on 01 December 2006, the Standing Committee of the Party Committee of Nam Dinh province enacted Resolution No 04-NQ/TU regarding the acceleration of administration reform in 2006-2010 period, with key mandates and a few key solutions which are as follows:
I. Key mandates
1. Institutional reform:
- continue to fulfill and supplement policies of the province on economics, investment attraction to achieve objectives of the Resolution of the 17th provincial Party Congress set out,
- accelerate administrative procedures reform, ensure the simplicity, publicity, convenience for citizens and organisations; with the efforts that by the end of year 2006, departments will have well implemented the OSS mechanism.
- expand OSS services (at least 6 services at district level, 8 services in Nam Dinh city,
- the OSS mechanism over land administration.
2. Organisational structure reform:
- accelerate the management decentralisation among authorities at all levels, between departments and levels in which focus will be put on services: planning management, planning and investment, budgetary management, land, public services, personnel organisation and; devolve the management to Nam Dinh city according to mandates and the competence of the second typed urban area, the management devolution must relate the mandates hand-over to the responsibility, the competence with suitable schedule to ensure the management effectiveness improvement, which facilitates the grassroots level’s proactive tasks performance,
- review functions, mandates of departments, levels in order to regulate and supplement overlapped mandates, under the principle that each mandate is only undertaken by one leading unit; simultaneously, separate the management function over the public service delivery out of state administrative units. State administrative units must well implement the state management function according tasks assigned,
- define functions, mandates for remaining departments and specialized departments of People’s Committees of districts and cities,
- structure the organisation of specialised units of People’s Committees at district level, affiliated divisions of departments to be streamlined, effective to satisfy requirements of mandates in the new period,
- continue to restructure public service delivery agencies, simultaneously, push the socialisation in such fields as education, culture-information, sports and physical training; form non-public service delivery agencies through partnership,
- by year 2010, departments, People’s Committees of districts, cities all will have applied the ISO 9001:2000 standard quality management system.
3. The staff of cadres, civil servants development:
a) the staff management renewal
- survey, classify the staff of cadres and civil servants, the base for the planning, plans of training, recruiting and employing the staff of cadres and civil servants,
- build up the civil servants structure for state management units from the province to districts to ensure the suitability with tasks assigned,
- study and improve the contents and modes of civil servants and public officials recruitment,
- implement the decentralisation the cadres, civil servants, public officials management according to the Ordinance of cadres and civil servants.
b) the staff of cadres and civil servants training:
- assess comprehensively the staff training, especially the staff employment and management after training. Elaborate and implement the implementation plans annually and in every 5 years regarding the cadres and civil servants training according to Decision No 40/QD-TTg of the Prime Minister,
- organise training courses for cadres and civil servants (including communal cadres and civil servants) with suitable contents and programs for each type of cadres and civil servants; focus on virtue, manners, communication skills training for the staff of cadres and civil servants; by year 2010 basically the staff of cadres and civil servants will have been standardised,
- intensify sending cadres and civil servants for training in professional specialty, especially post-graduate, in particular post-graduate training for economic and scientific-technical fields.
c) improve the administrative discipline; well implement the civil services inspection at all levels according to stipulations, even regimes of responsibility of heads of units and agencies.
4. Public finance reform:
- improve stipulations on the decentralisation over the source of budget revenues among levels according to Budget Law,
- implement the financial management decentralisation to the budget’s beneficiary units,
- in year 2007, the financial mechanism must be applied in all state administrative units according to Decree No 130/2005/ND-CP dated 17 October 2005 of the Government and in public service delivery agencies according to Decree No 43/2006/ND_CP dated 25 April of the Government,
- apply incentive policies to develop non-public service delivery agencies according to Decree No 53/2006/ND-CP dated 25 May of the Government.
II. A few solutions
- increase the leadership of Party Committees at all levels, the monitoring of People’s Councils at all levels and people over administrative reform activities, especially administrative procedures reform,
- Heads of departments, Chairmen of People’s Committees at all levels must be responsible to Party Committees for the administration reform implementation in their departments and levels; all departments, authorities at various levels regularly improve PAR Steering Committees ;simultaneously stipulate clearly mandates, the competence of PAR Steering Committees in providing consultation and suggesting solutions, and measures for administration reform,
- administration reform must be implemented synchronously with the restructuring, the operation of the Party and the political system; in particular, the leadership renewal of Party Committees at all levels,
- implement administration reform intensively and synchronously in all fields, departments, levels in the province,
- regularly organise preliminary review to draw out experiences, suggest solutions to implement effectively the administration reform,
- accelerate the inspection, with positive measures in guiding the administration reform,
- intensify PAR dissemination and propaganda according to Decision No 178/2003/QD-TTg dated 03 September of the Prime Minister.
