On 5 January 2007, People’s Committee of Thua Thien Hue province organised a meeting on “year 2006 PAR implementation review and year 2007 PAR plan”. Attending the meeting were Mr Ho, Xuan Man, Secretary of the provincial Party Committee and the Standing Committee of the provincial People’s Committee, Mr Nguyen Xuan Ly, Chairman of the provincial People’s Committee, representative leaders of the standing unit of Ministry of Home Affairs in the Central regions, members of the provincial PAR Steering Committee, leaders and PAR monitoring experts of departments, chairmen of People’s Committee of districts, Hue city, unions, Central units placed in the locality.

The meeting heard and discussed PAR implementation results in year 2006 and PAR tasks in 2007. The meeting evaluated year 2006 to be the year PAR was implement intensively and the implementation was close to the contents of PAR plan in the second phase (2006-2010), and year 2006 PAR plan, gradually went into the depth, creating positive changes in PAR activities organisation and operation.

Year 2007 is the year Vietnam joins WTO and to be the third year that PAR program of Thua Thien Hue province is continuously recognised to be one of target socio-economic programs of the province thus the meeting determines that PAR program must create basic changes in new management modes showing the democracy, publicity and transparency of state management units, attracting the participation of people in state management; administration reform must focus on the concreteness, the depth; relate to the administrative discipline acceleration; the administration modernisation must be implemented synchronously in line with the redress, consolidation of the implementation of regulations on democracy at grassroots level; simultaneously, administration reform must contribute substantially to the integration, investment attraction to ensure a fast and firmly growing society and economy, good national defense and public security; administrative reform should be considered to be the breakthrough for the international economy integration, in particular the personnel and administrative procedures, the staff’s virtue and capability improvement and public finance reform; tasks assignment and decentralisation over the comprehensive management must be sped up to improve the proactiveness, creativeness, self-responsibility of each department, each level, each locality; in particular the democracy at grassroots level, the publicity and the transparency of guidelines, policies of the Party, the State and law stipulations… must continue to be improved, all administrative procedures must be simplified and concretised; the OSS mechanism must be well implemented.

At the meeting, the provincial People’s Committee rewarded certificates of merit to 9 groups who had excellent performance in implementing administrative reform in year 2006 and simultaneously entrusted them the responsibility of implementing 11 key PAR mandates in year 2007.
