Need to have working culture
There were a lot of people in a waiting room of the motorbike-registration office in that day. The room was very narrow and most of waiters was woman, but a lot of men smoke and smoke. They made the room stuffy more and more, and made women to pull a wry face and stop their noses. A cashier of the office was a middle-age man, who contributed actively to pour the smoke into the room with other men, writing the bill while burning cigarettes. And I took notice of he dropping ash on the floor easily.

And other day, I go to the office of the ward people's committee to get confirmation in some my documents. A woman cadre was making the confirmation when her mobile rang an music. She left her pen and working table, took her mobile to the corner of the office, then talked and talked, let 5, 6 people waiting for her, without a "sorry".

In other case, my friend lost his identity card and must go to the police office to report his situation. The watch officer dangled an word: "Wait!"…Other man went to district people's committee to get the business certificate, when he did not have small change to pay his fees, the woman cadre gave a curt: "Change!". The things like that could tell in some long day.

So a question to be set up: We are implement the public administrative reform, to transfer the governed-administration to service-administration. These stories seem to be very small, but they are actual main-points, because these treatments express the dispensed and authoritarian behaviour. The cadres and civil servants in state administrative agencies are representatives of all level governments in particular, and for state in general, to settle the requirements of common people. In other words, they are "servants of people", but why do they have ill-mannered behaviour to the people?
